Managers of multinational businesses, who up to that time tended to rely on in-house PR planning and programming by foreign operations staff, began to see the value of utilizing the services of indigenous counsellors and became aware of the consequent problems that could arise because of strategies planned by practitioners who were ignorant of the customs and national policies of the host country (Commissiong, 1999).
