Which brings me, by a round turn, to the core of my contribution to this symposium. The roots of conflict are planted in the individual. The flowering of hope- if hope there be-will come from the individual. Man is a political animal, yes. Man is a gregarious animal, yes. He has need of social regulation if he is to grow to his full stature as a single person. But I affirm, with all possible emphasis, that the group, the society, the THE STRUGGLE FüR IDENTITY 33 nation, the supra-national body, must all be devoted to, and responsible to, the individual.

If, however, they decide, as alternative, to oppose the effectiveness of the superPowers, they can only do this by entering into a federation of opposition which will require just such a surrender of sovereignty for a negative and ineffective local purpose as they can constructively achieve for an effective wider purpose. The answer would seem tobe that, surrendering outmoded concepts and practices, which fulfilled their functions in the different conditions of the Seventeenth Century, they should explore what maximum effective power they can exercise under a system of constitutional or at least normal and organic consultation, thereby giving themselves not a smaller but a Breater share, though this consultation is the shaping of policy, in the effective exercise of world power.

These children are "conditioned" to hate and, like old dogs, they do not learn new tricks. This finding leads to many conclusions and corollaries. One is that forms of organization alone, important though they are, will never solve the world's basic problems. But all fields dealing with people can have and should have the great goal of solving our problems at their one great source - rearing our young properly. This involves adequate living conditions, physical and emotional. It has to do with economics, housing, social conditions, education.
